OUR RESPONSIBILITIES.
As per the allocation of Business Rules, 1961 of Government of India the Films Division is entrusted with the responsibility of production and distribution of Documentaries, Newsreels/ Newsmagazines and other films and film strips for internal and external publicity.
Under the provisions contained in Cinematograph Act, 1952 for issuing of licenses to the cinema exhibitors, every public cinema in India is required by law to exhibit in every films show "approved films" of length not exceeding 609.60 meters. Directions in this regard are issued to the cinema licensees by the State Governments. In terms of the existing directions issued by the State Governments to cinema licensees in the respective States, the cinema exhibitors are required to screen films approved by the Central Government on the recommendations of the Film Advisory Board, Mumbai.
The scheme of compulsory exhibition of approved films by cinema houses implies an obligation on the part of Government to keep the cinema houses supplied with such 'approved films' at regular intervals. Films Division is the national body which fulfills this implied obligation by releasing News Magazines and Documentaries produced by this Division in various theatres throughout the country for compulsory exhibition.
Films Division also caters to the needs of the Directorate of Field Publicity. This Division also aims at fostering the growth of the documentary film movement. News-Magazines and documentaries of the Division are released in various theatres throughout the country for compulsory exhibition.

EXPEPCTATIONS FROM THE CITIZENS.
In accordance with the Cinematograph Act, 1952 it is compulsory on the part of the theatres in the country to exhibit the approved films limited to a maximum duration of 22 minutes (2000 Feet) prior to exhibition of main show. Films Division enters into agreement with the theatre owners for exhibition of approved films. After entering into agreement with the theatre owners and their commitment for paying 1% of Net rental to this Division, the Division issues Certificate for submission to the State Government authorities for issue of license. This agreement is renewed with the theatre owners every year. This work is dealt with by ten Distribution Branch Offices of the Films Division located at different state capitals and other prominent cities of the country. The territories under the jurisdiction of these Branch Offices of the Films Division are given in ANNEXURE-I. However, it is observed that some of the theatres in the country do not exhibit the approved films in their theatres .
We expect from the citizens of India to give their feed back that the cinema exhibitors are screening approved films in accordance with the Cinematograph Act, 1952 and also suggestions for improvement in the aesthetic and audio-visual values of films produced by Films Division. We also appeal to citizens of India to report non-screening of the approved films in cinema theatres, in the office of Films Division near to them.

Exhibition of films
Sale of stock footage and prints of archival films produced by Films Division
The stock shots of rarest of the rare footage of more than 8000 films stored in Films Division's Library is available for sale for commercial and non-commercial purposes at different rates. This service is available with Officer-in-Charge of Distribution, Mumbai, all Branch Officer, Regional Production Centres and Delhi based Units. Sale of Films in Video / VCD formats
Films Division has established a video setup for production of video films. Almost all the films produced by the Films Division on various subjects are converted into VHS format and Video CDs. These films are broadly classified into various categories and sold at reasonable rates. The films on VHS/VCD are available with Officer-in-Charge of Distribution, Films Division, Mumbai and all Branch Officers, Regional Production Centres and Delhi based units.
Sale of telecast rights of documentaries and short films of Films Division.
Films Division sales rights of documentaries and short films for national and international channels. These films are also shown on Doordarshan network.
Loaning of prints for screening at educational institutions and film societies.
Films Division provides films to various educational, social institutions and film societies free of cost to maximize its films reach. It is an effort of Films Division to make sects of society to take part in the documentary film movement. For this service Head Office at Mumbai can be contacted.

Being the largest film production and distribution organisation, Films Division enters into agreement with the theatre owners for exhibition of approved films. After entering into agreement with the theatre owners and their commitment for paying 1% of Net rental to this Division, this Division issues Certificate for submission to the State Government authorities for issue of license. This agreement is entered into with the theatre owners every year. The agreement is renewed with the Theatre owners every year by sending letters to them by this Division. This work is dealt by the Distribution Branch Offices of the Films Division situated at the different state capitals and other prominent cities of the country. The territories serviced by ten Branch Offices of the Films Division are given in ANNEXURE-A.
Conducting of biennial International Films Festival for Documentary, Short and Animation Films.
Films Division organises biennial International Film Festival for Documentary, Short and Animation Films in Mumbai since 1990. This is a biennial International Film Festival recognized around the world. So far this Division has organised seven such festivals. This is a competitive film festival with a cash prize upto Rs. 25 lakh. Apart from this veteran Indian Documentary Film Maker is felicitated for his / her life-time achievement in the field of Documentary by the award namely Shri V. Shantaram Award which carries a cash prize of Rs.2.50 lakh and Trophy during the Festival.
The announcement of Festival is published in the leading newspapers in the country as well as abroad. The application forms are sent to the Producers / film makers directly by Films Division or through Embassies of the foreign countries. Equipments : Films Division possess the best equipments in video and audio that are available on hire. To generate revenue for Government by utilizing built up infrastructure, Films Division hires out manpower along with the sophisticated equipments such as all types of Camera lights, sound equipments, latest versions of celluloid and video Cameras such as ARRI Flex SR35, BL, Betacam, Linear and Non-Linear Editing machines at reasonable rates.
Video Suit : A Video Suit with Linear and Non-Linear Video editing equipment is also available on hire.
Mini Gem Video Theatre : This state of the art digital Video theatre with a capacity to seat 40 persons compatible to play VHS to DigiBeta, Laser Disc, Video Compact Disc, Digital Compact Disc with Digital Sound System has also thrown open its doors for screening of films at affordable rates.
Animation Unit : A separate infrastructure of production of Computer animation where professional artists trained in animation technique work here in creative charged artistic atmosphere is also available for training.
Recording and Re-Recording Studios : The Recording Theatre with the latest Optical Laser Camera Recorder with the Dolby sound system, preview theatre for screening of films are also available for hire at Films Division's Head quarter at Mumbai.
